Moose Reaches Deal on Sniper Case Book

ROCKVILE, Md. (AP) - Former Montgomery County Police Chief Charles Moose reached a deal with the county ethics commission Tuesday that clears the way for him to write a book and pursue a movie project about the sniper investigation, his attorney said.
Moose resigned last month, but his departure did not resolve the legal dispute over his book about the three-week manhunt following the sniper attacks that terrorized the Washington area last fall.
The county ethics commission had argued Moose could not write his book - even if he had resigned - saying he would be unfairly profiting from his office.
But Moose reached an agreement Tuesday that ends the county's opposition to the book and movie deals, said his lawyer, Ronald Karp. Moose agreed to drop a federal lawsuit against the county and his appeal of the ethics commission ruling, and also promised to give the county $4,250 he has been paid for the movie rights, Karp said.
"He is free to write the book, he is free to pursue the movie," Karp said.
Ethics Commission Chairwoman Elizabeth Kellar was not immediately available for comment, nor was county attorney Judd Garrett.
Moose remains on active duty with the Air National Guard and was not available for comment.
Moose signed a book deal in January with publisher E.P. Dutton for a reported $170,000 advance for "Three Weeks in October: The Manhunt for the Serial Sniper."
Sniper suspects John Allen Muhammad and Lee Boyd Malvo have been linked to 20 shootings, including 13 deaths, in Virginia, Maryland, Alabama, Georgia, Louisiana and Washington D.C. Both face the death penalty.

At least we can celebrate his separation from law enforcement.

I just don't understand justice in this World. There is ironic justice in this particular instance. so Moose gets $170,000 for his book that will not sell. After his tirade about the ethics commission not permitting him to profit from a book deal and his resignation, what possible chance does he have of ever getting another law enforcement position at such a high level? I would say somewhere between slim and none. He was making over $160,000 plus benefits as a police chief and gave it up for a one-time $170,000 deal. Pretty stupid if you ask me, but then no one has ever claimed that Moose is an intellectual giant.

I eat crow alot too. I knew of him from portland, knew a guy on the force there, so I had a heads up about him. You were right to give him a chance, I had hoped he was different when he moved east. I guess not. I was hoping that this situation (the sniper event) would be a chance for him to prove himself. Oh well.
