What I'd like to know is why did it take 9/11 for the full weight of the U.S. military to be thrown against Bin Laden?
Why wasn't the Cole attack used to justify an all-out assault on Bin Laden instead of waiting for something larger to happen? Bush should have made this priority #1 when he took office.

Bush won a contested election. People did not have enough faith in him to trust him on something like that. Besides people were still lost in the fog of the Clinton years. No one expected terrorism to hit us on our own soil.
