I think I found the part in the
Barnaul Ammunition site that got BATF's knickers in a twist:
The main trend in constructing and production of this type of ammunition is the cartridges with a high piercing and armor piercing capabilities. The cartridge 7N10 surely penetrates a steel slab of 16 mm in thickness at a distance of 100 meters and some elements of titanic alloys armor vests at a distance of 200 meters. The cartridge 7N22 penetrates an armor slab of 6 mm in thickness at a distance of 250 meters. The cartridge 7N13 penetrates an armor slab of 10 mm in thickness at a distance of 200 meters. The cartridge 57-BZ-561S penetrates an armor slab of 20 mm in thickness at an angle of 20 0 at a distance of 300 meters.

It is illegal to sell armor piercing "pistol" ammunition to the general public. Because the ATF ihas practically no oversight, they declared 7.62X39 AP and 7.62 NATO (.308) AP as "pistol" ammunition. Biggest bunch of horseshit I ever heard.
