JUNEAU -- Alaskans will no longer need a permit to carry a concealed weapon under a bill signed into law Wednesday.

In signing the bill, Gov. Frank Murkowski lauded the work of the Legislature and the National Rifle Association in protecting the Second Amendment rights of Alaskans.

It should be noted that in every blue state and except VT & AK, those carrying had to have an FBI file created in their name, and usually be fingerprinted and submit to a mugshot (just like common criminals) for the privilege of exercising a "right."

Thanks for the map.

Jeff, they need someone like you in Nebraska. There's something going on over there and I can't find out what. Apparently the CCW law is moving in their Congress but some lib is trying to block it. It's pretty hard to find out what's happening when they don't have anyone posting Second Amendment/CCW threads.

Crime should drop in Alaska.

The CHP didn't make any difference at all, and removing it won't, either. 17,000 permits in a state where there might be 17,000 out of 600,000 that don't have some kind of firearm: no effect aside from political.

As I understand it, the bill is dead in NE for this year.

It's been blocked, again.

MO, now, is on the governor's desk, and may have sufficient votes to override his threatened veto.

WI's bill passed the House and was killed in Senate Committee, last session, but they think they have a fair shot this year - they're just waiting until the budget fight is over before they bring it forward.

OH has a shall-issue bill and a Vermont-carry bill fighting it out in the legislature, while the state Supreme Court considers whether to uphold the appeals court decision throwing out OH's current ban on concealed carry.

The oddball is RI, which has, according to the books, a shall-issue law, but which the chiefs have avoided by refusing to accept applications. A RI court earlier this year ordered that they must accept and honestly consider permit applications.

Except that people from Alaska or Vermont will never be able to carry in states that support a reciprocation agreement. The idea being that states like AZ,LA,OK and AR do the back ground checks on their CCW holders so that states like TX can forge a reciprocity agreement. Never now with AK or VT.

Now that's what I'm talking about. Montana has a quirk in its CCW law that permits any person who can lawfully own a firearm to carry a concealed weapon while particpating in, and travelling to or from any outdoor activity in which personal protection might be required. It was written so hikers can pack to protect themselves from bears but it reads pretty broadly. Actual text:

(i) a person who is outside the official boundaries of a city or town or the confines of a logging, lumbering, mining, or railroad camp or who is lawfully engaged in hunting, fishing, trapping, camping, hiking, backpacking, farming, ranching, or other outdoor activity in which weapons are often carried for recreation or protection; or
(j) the carrying of arms on one's own premises or at one's home or place of business.

AK hasn't repealed it's carry permit law, it has simply changed the requirements so that you no longer need one in order to carry.

If you live in AK and want to carry in a state that recognizes other states' permit, you can still get one.

I've still got several years to run on my permit, so I'll probably just leave it in my wallet and never leave the state after it expires. I'll probably never leave the house except to get another sack of dried peas and can of bacon lard after that.

I heard a dem blocked the voting in Nebraska but I didn't know what was going on. Packing didn't have a lot of information.

I wonder about Missouri. I think if that governor doesn't sign the bill, he'll be a one termer and with a fairly conservative state, he could copy Ann Richards and get voted out and take the rest of the dems with him. Very foolish move. The fun thing about dems is they don't wake up and smell the coffee until it's a post election brew. LOL.

You would think Ohio would get something done already. Politics are such a slow process you would think we pay by the hour.

Wisconsin will be a lot of fun if they pass it. I can see a mass exodus of criminals moving due south to the easier pickings of Chicago. I was raised in Chicago and don't have a lot of sympathy left. It's all used up.

I didn't know about Rhode Island but the NRA map is more practical where they don't list it as Shall Issue.

The bill passed the Senate in Missouri by a veto-proof margin. It passed the House only one or two votes short of a veto-proof margin, with a number of pro-gun votes absent.

It's not certain that the MO legislature will over-ride a veto, but it's well within the realm of possibility.

Anyone who actually reads AND understands the 2nd Amendment will see that there is no need or authority for any type of gun registration and there is no need for anyone to have to apply for a license to carry a gun.
Any political party, politician, judge (etc), organization or individual who trys to convince you that:
1) you must register a firearm
2) you must pass a background check
3) you must wait (x) amount of days before you can get your firearm
4) you need to have a license to carry a gun
is either uneducated about OUR rights as citizens
OR is actively working to undermine OUR country.

How Did the Founders Understand the Second Amendment?

CONGRESS in 1866, 1941 and 1986 REAFFIRMS THE SECOND AMENDMENT
The Bill of Rights, including the Second Amendment right to keep and bear firearms,
originated in the United States Congress in 1789 before being ratified by the States.
On three occasions since then--in 1866, 1941, and 1986--
Congress enacted statutes to reaffirm this guarantee of personal freedom
and to adopt specific safeguards to enforce it.


ON THE DAY BEFORE Thanksgiving 1993,
the 103d US Congress brought forth a constitutional turkey.
The 103d Congress decided that the Second Amendment did not mean what it said
("...shall not be infringed") and passed the Brady bill.

How the Brady Bill Passed (and subsequently - "Instant Check")
When the Brady Bill was passed into law on November 24, 1993,
the Senate voted on the Conference Report
and passed the Brady Bill by UNANIMOUS CONSENT.

Right. And since Alaska expliclty recognizes permits from other states (even though it does not require them), that means its permits can be recognized in states that require reciprocity.

I keep writing to people on this board that we can expect baby steps but I have to let you know that I do get so impatient.

Even so, I think we can expect one or two more states to get CCW laws this year. Ohio and it will be a toss between Wisconsin or Missouri. Who knows, maybe a dark horse like Rhode Island?

What I would like to see as an experiment is a place like Washington D.C. to have a CCW. It would be a perfect environment to see the crime rate go down.
