No doubt California is not the state that would come to mind first when anyone has thought about tough-on-crime state governments, at least not since Ronald Reagan was governor, way back when. There was a time when officer safety was paramount and it was understood that virtually any, even remotely, reasonable action that would ensure the safety of a peace officer would be implemented as part of a policy when dealing with suspects.
Not anymore. Nowadays, it appears that the folks up in Sacramento have a balancing act going. Officer safety concerns are now outweighed by how much money the various local governments are happy to fork over to would-be plaintiffs in the event of a lawsuit.

Actually, in California, anyone arrested (and sent to jail) on charges that involve drugs, weapons, violence and parole violation can be stripped searched, and, this is done routinely.
