If the attorney general was derelict in his duty to the state, because he witnessed this crime, couldn't the state then prosecute him?

this case was way beyond the statute of limitations She could probably have done something right off the bat, but I suspect that Clinton had a way with penetrating her with fear so much that she couldn't do anything.
