I suspect a woman could. Unfortunately, this case was way beyond the statute of limitations.

Here's an interesting note: the attorney general of the state of Arkansas witnessed this rape.

If the attorney general was derelict in his duty to the state, because he witnessed this crime, couldn't the state then prosecute him?

She could probably have done something right off the bat, but I suspect that Clinton had a way with penetrating her with fear so much that she couldn't do anything.
