Fresno officials hope decision will improve link with crime victims.

Fresno police now will accept a Mexican national identification card from Mexican citizens who come into contact with officers.
Police Chief Jerry Dyer and Mexican Consul Jaime Paz y Puente took turns Thursday endorsing a "memorandum of understanding" between the two agencies.
They called the agreement, a year in the making, a major step toward better communication with Mexican nationals -- especially crime victims.
Two days ago, the Fresno City Council voted 7-0 to urge acceptance of the matricula consular cards and to support AB 522, which would allow the cards to be used for city and county services.
In February, Fresno County Sheriff Richard Pierce said his department would begin formally recognizing the cards.
The Fresno County Board of Supervisors also adopted a resolution urging county and city agencies, and businesses within the county, to accept the identification.
Dyer said a number of other counties and cities throughout the country recognize the matricula cards, including San Francisco, Los Angeles, Sacramento and Santa Ana.
Among other cities in the Valley that now accept the cards are Orange Cove and Parlier.
The Mexican government has issued the card since 1871 as an official identification card for all Mexican citizens who travel outside their country.
The cards are issued by each Mexican consulate after seeing:
Proof of identity.
A birth certificate.
Military service records.
Passports.
Proof of residency.
For years, however, few people sought to obtain the card.
That changed in 2001 when the Mexican consulates began pushing it, saying they were spurred by banks seeking new customers and the need to provide proper identification after the Sept. 11, 2001, terror attacks.
Paz y Puente said more than
1 million of the cards were issued last year to Mexican nationals in this country.
And, he said, since June of last year, about 75,000 cards have been issued in the eight Central California counties that his office serves.
"That's about 200 to 300 cards each day," he said.
Dyer said that by accepting the card as a valid form of identification, officers in misdemeanor cases will be able to confirm a suspect's identity in the field, instead of transporting the suspect to headquarters to be photographed and fingerprinted before being turned loose, a task that takes about two hours.
Dyer also said he believes the level of trust and cooperation from Mexican nationals will be enhanced by the department's acceptance of the cards, making it easier for police to tackle crimes targeting Mexican nationals......

OK 1st off this,valid form of identification , Says who? It sure is not proof the citizenship.
2nd, how about just taking them to the INS for deportation instead of turning them loose.

Of course, considering the corruption factor in Mexico these would be a EXCELLENT way for someone that can speak spanish to gain a second ID for the purposes of starting a new life. You just have to bribe the right people.

Because...very few places IN MEXICO WILL ACCEPT THIS CARD AS A LEGAL I.D. !!!!!
Yet mexico continues to demand the USA to accept it.....ANYONE living in the USA should be identified by the US gov't, just as all US citizens are.

The fact that no 'human rights' activists are protesting this proves it's a terrible idea.
