The launch of the Sputnik satellite, the first manned spacecraft to orbit the earth, by the USSR in October 1957 created panic in America. How could the homeland be safe as long as Russia could violate our airspace unchallenged?
Democratic politicians vying for the presidential nomination sought to squeeze partisan gain from the people's fear. Missouri Sen. Stuart Symington, followed shortly by Massachusetts Sen. John F. Kennedy, accused President Eisenhower of allowing Russia to pull ahead of us in ICBM production.

During the period when the "Missle Gap" was being debated, there was no cable TV with its 24 hour cable news outlets, there was no internet, no talk radio (at least, not talk radio of the nature we have today), and no live network TV reports from the world's "hot spots". People had only the 3 broadcast networks, and their local newspapers, to tell them what was happening. Consequently, they had to accept at face value what was being made available to them by these limited venues. In more recent times, major news events have been provided to the public in real time, or near-real time, straight from scene. As a result, viewers have the opportunity to witness these events for themselves, and judge just what is, and what is not, actually happening. The Dems are making a big mistake if they think that the scare tactics of 40 years ago, based primarily on word of mouth, will be effective for them today.

I believe the Russians were aware of the U-2 flights long before they managed to shoot down Francis Gary Powers' plane in the spring of 1960--well before the Kennedy-Nixon debates.
The author is wrong to cite Kennedy's popular vote plurality: he had a plurality only if all the Alabama Democrat votes are counted as Kennedy votes (whereas he received only 5 of the 11 electoral votes from the Alabama Democratic slate), and the vote that matters is in the electoral college. He won there thanks to voter fraud in Illinois and Texas.
According to Seymour Hersh, Kennedy planned to offer Symington the V.P. slot in 1960, but he was blackmailed by LBJ and had to select him instead. Of course without LBJ on the ticket Kennedy might have lost the election.
