I still maintain that the AIDS money for Africa was Bush's deal with Colin Powell to keep him on staff through the next election. I have absolutely no evidence to back this up. Your point is well-taken. Bush should have gone to Africa to propagandize for Capitalism, not for redistribution of our wealth, i.e. more socialism. It leads one to think that he is a pragmatic politician, not a principled one.

Did the Adminstration hope for some voting "trianglation" movement from the respective Gay, Black, and socialist voting blocs by using the $15b as a "calling-card" gesture?

there is no doubt that Mugabe is bad...but the farmers he kicked out didn't own the land. It already belonged to the gov't. Not saying he isn't scum...but that's a pretty big point to leave out.
lots of the farmers have gone over to Mozambique.
amazingly, they are still making enough sugar in Zimbabwe that it is cheap enough for other countries to import
