The Saudis are not going to allow religious freedom. They are followers of an intolerant and violent cult. The last thing they want is people being able to choose another faith that might turn them away from the cult of the sword.

“...push the Saudi government to improve its religious freedom status by, among other acts, eliminating the mutawaa (the religious police) and permitting places of worship not identified with Wahhabi, a narrow interpretation of Islam.”
Many consider Wahhabism to be a literal interpretation of Islam. Double-tapping and a good kick to the nads should ensure minimal problems from these losses.

One of the problems with that is that SA is the home of the two most important Muslim shrines in the world. That's sort of like expecting someone to allow the building of a mosque in Vatican City.

There may be areas within the country where there might be some religious freedom, but I really wouldn't expect it to ever become government policy.
