Here in Florida, they don't need a license. They don't even need insurance, just a good pair of running shoes when they cause an accident. They don't need health insurance 'cause the overburdened hospitals have to treat them. They don't even need a green card. You are describing California! They get everything free here, and they can buy any fraudulent license or birth certificate or insurance card they want, everything's for sale. We get to pay the bills.

Make them get a driver's license to ensure they know the rules of the road and can prove insurance coverage. If they are citizens of the U.S., bring a passport or a notarized birth certificate...as U.S. citizens are required to do. If they are not citizens, issue a clearly different appearing license (red striped borders) so they can't use it to illegally apply for services.
I suggested the red striped borders as this is the marking for employee ID cards issued to foreign nationals at my place of employment.
The Motor Voter nonsense is completely unchecked at this time. Non-citizens can register and there is no check to prevent it.

My view is that we should set up a registered Guest Worker program to handle the need on both sides for Mexican workers in this country. They would not be illegal and should be able to get drivers licences. All others are illegals and should not have any rights associated with citizenship, including licenses and tuition breaks. >>>>

Not only is it insulting to the citizens who have to pay higher insurance rates and taxes to float the illegals, it's an outright slap in the face to legal immigrants who try extremely hard to play by the rules.
NOW I'm for a national ID system just to protect us from our elected representatives' insatiable lust for votes. Retina scan & thumbprint digitally embedded. Chip rendered unreadable if tampered with.
