Me thinks that OPEC knows that this will happen, too, what with Iraq about to unlease unlimited production on the world. That's why the report today (yesterday?) about OPEC inviting discussions with Russia (!) and other non-OPEC rival exporters. They want to set up a world-wide cartel to fend this off. Or at least encourage disciplined constraint (which may be difficult to muster, but they're gonna try).
