Once again we have embarked on road constriction season. Once again I have to wonder at the supposed logic behind the planning. Neither of the two major cities I normally drive through seem to have any concern for the users of the highways when planning road constriction. Both cities have at least 2 routes through or around them, yet both insist on having all potential routes constricted at the same time. I'm sure that we can all agree that removing a lane or two from service will help to create traffic jams. I think we can all also agree that traffic jams add to pollution, road rage, and fuel use. They also increase the chance for accidents. If, in cities with alternate routes (i.e. a bypass route) one of the routes was left barrier free, much of the through traffic would use that route, not only making travel easier and safer for the commuters, but also improving safety for those working on the roads.
However, it seems that to work for the government it is a pre-requisite to be either stupid or just plain antagonistic towards those who pay your salary!

They are not always stupid. Sometimes they are greedy, gullible and downright crooked. They take contracts on jobs based on conjured up bids, bribes and plain old fashioned a$$-kissing (aka politics). The scumbag contractor often rides the job as long as possible because,
A: it was a time and materials bid, NOT finished product, or
B: they are incompetent and hope to figure it out as they go.
A certain amount of Texas bids are required to go to minority owned contractors. This leads to horrible corruption and pi$$ poor roads. Many have to be re-done because of shoddy work. I'm not saying Hispanics cannot make a good road. I'm saying when the gov't is forced to choose whoever bids simply because they are owned by a person whose ancestors came from a restricted pool of countries, THATS NOT ONLY RACISM..IT IS STUPID.
We'll I guess I contradicted myself.

DO BEAURICRATS HAVE TO BE STUPID? Bureaucrats don't have to be stupid, but they have to be willing to follow stupid orders without objection. Since smart people generally have trouble following stupid orders, they are often unsuited to working in bureaucracies.

They have to be smart and not rock the boat. If they try to be innovative or show intiative, they will be ostracized, or worse. Bureaucrats with only 35 years left to retirement don't want to make waves.
