Methinks the Senator has the "Phoenix" syndrome.. from the ashes of disheaval and looming bankruptcy, shall arise new social safety net programs.

There is no shortage of bridge builders and hypocrits in the California State legislature.

He has introduced a resolution asking the U.S. Congress to adjust the federal poverty guidelines to California's cost of living.
What a great idea. The CA government overtaxes, overspends, undermines the CA economy, and prices rise as businesses desperately attempt to stay afloat; the CA gov then gets rewarded with more federal money.

They get re-elected because the vermin who directly profit from this Marxist income redistribution plan will be assured more gravy from the commie SOB's like Alarcon: "Nevermind working for a living, we'll just steal more from those who do."

Lack of education
Having kids you can't afford
Having kids out of wedlock
Laziness
Believing "The world owes me a livin' "
Substance abuse
Gambling
Accident

What can be done to stop it

Stay in school, get the best education you can
Look at your financial situation before unzipping - criminalize repeaters, strip them of parental rights, adopt out their children
Stigmatize unwed mothers and fathers, reward marriage - criminalize repeaters, strip them of parental rights, adopt out their children
Unelect all 'rats, eliminate welfare - work or starve
Emphasize the need to support yourself in school, church and ads
Eliminate public hospitals for abusers - make them rely on charity - begin volunteer abuser help clinics
Begin volunteer gambler help clinics
Offer compassionate but limited assistance to those who are truly needy through no fault of their own.

It's no more pie-in-the-sky than what the communist Senator is offering, is it?

Exported jobs
Lawsuits
Divorce attorneys
Regulatory harrassment

While you're right, I was taking a whack at the majority, which hopefully I've covered. Some of yours fall under what I'd call "accident" - no fault of the afflicted parties.

My guess is that this fine fellow is possibly of Hispanic ancestory. Might explain his throughly assinine position that the saftey net is collapsing from a lack of funds rather than an overload from the consequences of 50 years of unregulated immigration and the through-the-roof birth rates among this class of California residents.
