Well, seems to me that we have a great deal to gain from this. China is our primary military and economic competitor. Attacking them directly would mean WWIII, doing nothing would be suicidal for us in the long run. So why not just spread a genetically engineered plague to spread panic, kill off some of their people, and slow down their growth? If something like smallpox or anthrax was used, they would know immediately who did it, but something like SARS could plausibly have come naturally, so they can't point the finger. Maybe I'm wearing too much tin-foil but this theory is not totally implausible.

Back when the Soviet Union was our competitor, they had an outbreak of anthrax which for a long time was attribute to "natural causes," bad meat," etc.
But it was not natural and people began to suspect as much. No doubt some folks would have claimed "we" did it, but it was their own goof. And they later admitted this.
If anything, the case would be more compelling in the anthrax case since there was little chance of it spreading to the US from the USSR with everything closed off in that society. In the case of China, attacking it would only end up introducing the stuff into the US in short order owing to the relatively free travel. It would be stupid for the US to do that sort of thing.
Were this some sort of engineered bug, my gut instinct would be to look at history; from that my guess would be that if it isn't a natural mutation, it's like the old Russian anthrax case and Chinese goofed up with sloppy containment procedure in their own lab, or they have a mad scientist.

If China had invented the virus, they would also have the anti-dote for it, right?
If China is the victim of a Bio-attack, it could be from several possible sources:
Islamic terrorists groups--Osama Laden had said in an Arab TV in 2001, that "..after I had destroyed the US , I will next destroy China, the World's second greatest power...". Islamic Separatist Terrorist groups from the Xinjiang Province in China have been carrying out terrorist bombings attacks on Chinese civilians, even bombing Chinese school-buses ,and killing 100s of Chinese school-children
Non-governmental Right-Wing Anti-Communist Extremists groups, from the US, Japan etc
Taiwanese Separatist Groups-the more extreme ones
It is unlikely that any Govts would do this

zavtra.ru which you can read through systransoft says that the U.S is responsible for SARS. Of course zavtra is about as "Black Helicopters" as it gets for Russian news media.

I don't think it is bio-warfare virus, but it is not inconceivable.
