IIRC, he's been promoted twice since he went missing.
Also, a Navy Capt. is the same as a Col.

He is a Naval Aviator -- Captain in the Navy is equivalent to Colonel in the Air Force, Army and Marine Corps, i.e., he is an 0-6.
When he was shot down, he was a Lieutenant Commander (0-4). He has been promoted with his peers.
