BEIJING (Reuters) - North Korea offered to scrap its nuclear program during talks with the United States in Beijing last week if Washington dropped its hostile attitude, Western diplomats briefed by a Chinese official said on Monday.
North Korea also offered to suspend ballistic missile tests and stop missile exports, said the diplomats who asked not to be identified.
Pyongyang also offered to let nuclear inspectors into the country, they quoted the official as saying.
The briefing by China's top North Korea expert was a rare move by China, which hosted the April 23-25 talks in the hope of ending a nuclear standoff between Washington and Pyongyang.
North Korea backed down from its previous insistence on bilateral talks with the United States and told U.S. Assistant Secretary of State James Kelly it had no preferences for any particular format for negotiations, the diplomats said.

Translation: Pay up. In employee anuual performance reviews something called attitude used to be evaluated. Good attitude, poor attitude. No longer. Attitude can't be quantified when done by an unqualified person such as a manager and isn't appropriate as a measure of performance.
Extending such psychological terminology to international relations is likewise inappropriate. But getting down to brass tacks is appropriate. Can N Kor be bought off?

This is actually quite interesting news... because it completely contradicts what the US envoy came out saying. Our side said, "NK didn't offer to allow inspectors of any sort, and NK never offered to completely end their nuclear program."
Now the Chinese delegate says something different. Which story is true? Is this the reason we wanted the Chinese to attend? So they could gang up against us? What gives??
