Why is there no mayor of Bagdad appointed by the US? To allow this vacuum will not be helpful.

The interum mayor is a woman from the State Department who is responsible for minimizing the USS Cole's security in the Gulf of Yeman. She didn't want the locals to feel we didn't trust them.
Recipe for failure if Bush doesn't correct it.
