I ran the numbers -- 215 billion is not 384 billion who wrote this piece of crap? How do we know any of these figures are good?
Time to call in the crack FR reseach team and ferret out what the facts are if any in this story.

Don't you see "...." near the end of the table. It does not include minor entries. They were skipped. But the total amounts to about $384 billion. go to CSIS web site to check yourself. It has more details.

Iraq seems to have kept their payments to FRANCE -- a lot more current that to many others.....

It must be that France has been the most dependable long-term partner to Saddam.

I think the amount owed Kuwait is because of the 1990 invasion. Anyone have any details? I am quite certain that Kuwait didn't loan the money to Iraq.
As for Russia, France and Germany, I suggest they go to the UN to get a resolution for repayment. We'll call it the "second" UN resolution on Iraq :)
