I think it began initially with Hannity saying he would buy Ollie North a steak dinner. I think the translation was twisted somehow betweem Shep and Leventhal when Leventhal mentioned it to the troops. But...I will stand with my first thought that it was Hannity who will buy Ollie a steak...
