That's exactly what it means and because of its etymology it is considered a form of abuse(pun intended) that is never used in polite company. I would be suprised if any TV station in the UK would run with that sign it is considered so rude.

ABC was running the al-jezeera live news feed.
And, Peter Jennings is such a ditz, that he didn't even notice that banner!

If you will recall, when the first World Trade Center tower collapsed on 9/11/01, Jennings kept babbling on and did not even notice that the tower had collapsed until after it was down. They had to run the video so he could tell us what happened - minutes after we'd already seen it with our own eyes!)
