Probably not the legislators themselves. Probably the media's lobbyists that wrote the thing.

When firewalls are outlawed, only outlaws will have firewalls.

the various states bills all require the banning the use of any technology that conceals "the existence or place of origin or destination of any communication."
I'm reminded that politicians and bureaucrats hide in plain sight as they are the cause of several times more harm and suffering inflicted on individuals and their property than all petty and organized criminals combined. Unbeknownst to the vast majority of people is that when they vote for the lesser of evils it still always begets evil. How can so many people thinking they're right be so wrong.

Sounds like the legislators who wanted to legally set pi as equal to three have intellectual heirs.

More specifically, this sounds like an attempt to outlaw proxy servers.

Could also be effectively used against spammers. I'm still reviewing the Texas bill.
To: stimpyone
This also strikes me as probably outlawing programs that deal with spyware.
As for spammers, I doubt if it would accomplish anything. It really WOULD be true that when firewalls are outlawed, only criminals would have firewalls.
