US law is based on the Holy Bible. The Bible distinctly states what the definitions of good and evil are. Therefore, I think our government has some inkling about what evil looks like, and uses Chavez as a good example.

If you can't decide what is good or bad in the world, then how can you "condemn" anybody for anything?

Generally speaking, cutting people's tongues out, raping women, using chemical weapons, dropping people in acid, poisoning suspected opponents, and feeding people through grinders while alive usually get put on the con side when figuring the positive and negatives of a regime.
