The RATS will use the supplemental as an excuse to gut the tax cut. Therefore, the Administration has to make sure that frozen Iraqi assets will defray the cost of the war and/or portion of the proceeds from Iraqi oil sales defray the costs of the war.
Bush cannot politically afford to have the tax cut watered down. The economy needs the tax cut, badly.

I thought I had read where the Senate had already agreed to gut the tax cut by $100 billion and put it in Defense. Not sure if that was just committee work or what. This was last week I think before the war started.

There has never been a tax cut during a war! I don't expect this cut to actually get to you and me. The budget analysts are going to see that it won't be available. Standard thinking in the GOA.
