In an interview with FoxNews Senior Correspondent Eric Shawn, Hans Blix expressed surprise that Saddam Hussein and Iraq had any functioning Scud missiles.
When asked if he thought Saddam might use chemical or biological weapons, he said "We don't speculate -- we were engaged to inspect."

That's funny. Yesterday he openly speculated that Iraq would not use chemical weapons because it would turn public opinion against him.
Guess Blix thought public opinion was with Saddam, but that's beside the point. Yesterday he was very willing to speculate.
And last week he speculated that the environment is more of a concern than Iraq.
Ignorance is Blix.
