HOMELAND INSECURITY Texas sheriff warns of unidentified troops Believes armed men in fatigues spotted within country are foreign

A southern Texas sheriff is warning the public that unidentified armed men dressed in military fatigues have been spotted on numerous occasions in his county near the border with Mexico.

For the "country's safety," Sheriff Erasmo Alarcon Jr., of Jim Hogg County, published a letter in a local newspaper to alert citizens of reports he has received for some years from ranchers who have spotted the unknown troops, equipped with "professional backpacks" and walking together in a military cadence.

The latest sightings were just a few weeks ago, he said.

The county's deputy sheriff, Guadalupe Rodriguez, said he believes the armed men were foreign and were not drug smugglers.

"They are not your regular traffickers that you get," he told WND. "But we don't want to draw conclusions at this point and get everybody worked up." Alarcon said in his letter that "these military-type individuals have been sighted in very remote locations of our county," which "stretches 50 or 60 miles from end to end."

"We have reported this information to higher-up law enforcement agencies, but no one really knows who these individuals are, not even the military," he said in his letter, published by the Jim Hogg County Enterprise in Hebbronville, Texas, March 13.

The sheriff said that reports of sightings most often were received the next day, meaning that there was little that could have been done.

On one occasion, a report was received within several hours of the sighting.

"That particular time, we formed an immediate multi-agency task force between the surrounding counties, but we were met with little success," Alarcon said. "We even brought in air support."

The sheriff said he is publicizing the information "because we still don't know who these individuals are."

"Obviously, they are trespassing, and obviously, they are carrying something," he said. "We hope it's narcotics and not something much worse."

Alarcon said he is bringing "this information to light because of the security crisis our nation faces."

"If you see these individuals please call us immediately," he said. "Remember the last plane that was taken down to prevent further terrorism was done by everyday Americans who loved their country enough to die protecting it."

He advised that "if you see these individuals do not talk to them, do not confront them, but simply call 911. We don't know who these individuals are so there no telling what they are capable of. Thank you! God bless America!

Not Enough Information.

But then again, who would ever have believed that 9-11 could happen ?

Thanks much for those links. I hope they work. I'm going to check a few of them out later on.

I don't think that ANY UN troop activity would be tolerated for long, here in our homeland. If I had any say in the matter, the USA would dump that bunch.

God Bless America! and guard US Sovereignty.

When the UN speaks, Lady Liberty weeps.

Well, normally I would discount things like this post but just recently the Mennonites are coming out of Mexico and asking where they can buy guns. They say there is something funny going on down there but they weren't specific. It wasn't just one or two together they have come in separately asking.

It must be serious because Mexico seriously frowns on personal ownership of guns and these guys would have to smuggle them across the border.

We've been "watching" this develop for over 5 years. Since the Chinese took the Panama Canal. I've got MULTIPLE pieces of information on my own BBSes about this in a thread called "Ground War in the US". It's got several hundred posts, and a LOT of back up information. WE think China, North Korea, Cuba at least are involved in these "incursions". We also believe they are "tests" of the defenses there, and will some day be exploited against us.

Call it "paranoia" if you like (whomever said that first), but I'd rather be a bit paranoid and be prepared than to be surprised...

Considering the HORRIFIC proof that we already have (9/11, Anthrax attacks, etc) I'd say it is extremely wise and necessary to be on our toes!!

You're right! It isn't paranoia... right here on Free Republic over the past year, we've read about our agents, rangers, killed by Mexicans in military uniforms. My nephew is with the border patrol. I can't understand why these occurrances are not in the media, and why it hasn't been deemed, "an act of war"!!!

A concerned Sheriff doing his job. I hope they figure this out soon!

And he's right too. Todd Beamer and the caller in the Elizibeth Smart case immediately come to mind . . .

Thanks for the post and the ping . . .

Have you ever heard of NATO's Partnership for Peace program? (PfP). Troops from member countries/States travel and exchange training for possible disasters. Phoenix is partnered up with Kazakhstan. Texas & Nebraska are partnered with the Czech Republic .

The Arizona-Kazakhstan relationship has continued to see a number of important exchanges. In March, senior officers from the Arizona National Guard visited Kazakhstan in conjunction with a visit by Arizona's field artillery personnel to observe and discuss field artillery operation, logistics, and training activities. The following summer, Kazakhstani field artillery personnel conducted a reciprocal visit to observe and learn about Arizona National Guard artillery operations. In an unrelated event, representatives of the Armed Forces of Kazakhstan also participated in U.S.-Kazakhstani Consultative Group Meetings at Headquarters Central Command at MacDill Air Force Base in Tampa, Florida, in June. (don't have a year on this and it's no long online)

I wonder why they haven't used these troops for the "emergency" at the border. Could be the Czech's that were spotted playing war games in the Texas desert instead of helping out at the border.

Here's something else that is no longer on line.

6. US SOUTHERN COMMAND (US SOUTHCOM). a. Mississippi kicked off its state partnership with Bolivia in October 1999 by hosting the Honorable Jorge Crespo, the Minister of National Defense of Bolivia, and his delegation, who visited Army and Air National Guard operations and observed counter drug field demonstrations. In a reciprocal visit, Major General James H. Garner, the Adjutant General of Mississippi, visited Bolivia in November, where he and his delegation met the Honorable Hugo Banzer, President of Bolivia, and observed counter drug programs, troop training, and disaster relief operations conducted by the Bolivian Armed Forces.WHAT ABOUT THE US?

I have to replace some .dll files and fix my browser! dam it.

Foreign Exchange Troops? There's a twist. Although, you'd think the local Sherrif would have been notified, in order to quell curious callers...

If this is a long term problem, I would bet they are Militia loonies with camo on their faces, making them look "Foreign" (maybe Martian) to civilians.

Arizona Statute allows for expanded law enforcement opportunities

11-442. Ranger deputies; appointment and compensation

By and with the advice and consent of the board of supervisors, the sheriff may appoint ranger deputies whose compensation shall be fixed by the board, not to exceed one hundred twenty-five dollars per month for each deputy for salary and expenses incurred. Every ranger deputy shall provide and keep at his own expense a means of travel to be used by him in the discharge of his duty.

This program could obtain funding from the Highway User Revenue Fund (HUR) in the same manner the Highway Patrol is funded. The only exception is HURF would only need to fund this program for the four counties that border Mexico.

Why are we not doing this in Cochise County in order to help deter illegal aliens, drug traffickers and potential terrorists?

Could not Cochise County, through which 1.5 MILLION illegal aliens pass each year, do more?

Could not Cochise County form its own volunteer Citizen Border Watch Group to deter the invasion?

Why not?

American citizens, including young Border Patrol Agents, are being murdered.

Business as usual?

$125 would buy 500 rounds of good 5.56 m-193 ammo... good to prolly 400m.

mmmmkay. 500 rounds x 12 months = 6000 rounds per year.

now 1.5 million illegals per year?

um 1,500,000 illegals / 6000 rounds per ranger deputy = 250 deputies.

i submit it could be handled with 50 well trained men. this country hasn't, yet, the stomach for it.
