Question (particularly given the source document--our not-so-reliable friends south of the border): Do we have other sources who can attest to what is being 'drafted' in the WH is, in fact, a 'declaration of war'? I thought it was the Congress who made such declarations--not the executive branch. No? Thanks.

I think the Mexican press in calling it a 'decleration of war' mean an announcement to the people that war has begun.
Not relating to the formal Constutional process of submitting to Congress..
