Question (particularly given the source document--our not-so-reliable friends south of the border): Do we have other sources who can attest to what is being 'drafted' in the WH is, in fact, a 'declaration of war'? I thought it was the Congress who made such declarations--not the executive branch. No? Thanks.

"Declaration of war" may be what it will be called--but war, of course, does not need to be declared at this point, since everyone knows about our intention to liberate Iraq. It will in effect be more like a Declaration of Independence--from the UN!

I highly doubt this will be to announce the war has started. This will be a speech to let the people know that negotiations have failed at the UN. This will more than likely be a warning (implied) to get the U.N. and other people out of Iraq.
The President does not need to give a heads up to the press for announcing war to the people. He will talk to the people after the war has started. That will be later this week, possibly.
