You get a lien put against your house and would eventually be led away in shackles for not obey the deed to the property.
People in my neighborhood have to pay 50 bux a year for the homeowners assoc. As much as I think its stupid, its meant to maintain a nice area for my house.
Anyone who parks a car on blocks in the neighborhood is like a neon sign like you say. They will get a lien, be told to remove the car or face worse. Now this has been used for wrong like US flags, 8 ft fencing as opposed to 6 ft fencing and other small and insignificant infractions, it can be enforced for good use by decent people

In other words, you still need the authorities to enforce the agreements.
BTW, speaking as an ex-president of a homeowner's association, no one will be led away in shackles, your fight ends with a lien against the mortgage, even if you sue the offending homeowner, and you win. In rare cases, you may get the bank to call in the note based on that lien.
That means that if the guy next door to you trashes his house, puts cars up on blocks in his driveway, and lets the paint chip off, the best you can usually do is lien his property and make it difficult for him to sell it.
Meanwhile, your house depreciates in value at an incredible clip.

They have property around the house and want to build other building for their cause?...maybe and maybe not. If the city fathers don't give permits for the buildings...it isn't gonna happen. Or the city fathers could make so many demands to get the permits...the guy just might give up. And getting a nun to live in the house?? What's up with that? Hiding behind the skirts of the church? I thought all these liberals are always screaming the separation of church and state. Oh wait...that's just for the rest of us. Oh OK....NOT!

The point was that this knucklehead is turning democracy on it's head. He's rallying for peace for Iraq, which is held hostage by the Tyrant Saddam. If they exercise 'free speech' they get cut or killed. This Peacenik Goober would have them maintained under Tyranny that is Saddam Hussein under the guise of exercising his freedom of speech. Ridding Iraq of Saddam would give them free speech and loose them from his grip . . .
