Considering the U.N. humanitarian "staff" just left the border(after telling everyone about the holes in the fences), perhaps the Iraqi's felt it was now safe to surrender.
Especially after seeing what happened to the poor soul that tried to get help from the UN in Baghdad.

if this is true, we should be welcoming them with open arms. it can't be an act of war to accept their surrender. maybe that's why they cut those holes in the fences down?
