SAN DIEGO DETECTIVE AIDS IN LACI PETERSON CASE
(03-04-2003) - A private investigator from San Diego made an unusual discovery in Northern California that just might help police in their search for missing Modesto woman, Laci Peterson.
Bill Garcia spotted a chunk of cement by a waterway near Modesto.
It was interesting because it was the only patch of cement we saw in about 20, 30 miles stretch. And there was a tire track through it, said Garcia.
Last week, the couple who sold a boat to Laci's husband Scott, said cement residue in the boat wasn't there when they owned it.
Regardless of who might be responsible, Garcia, along with the help of a private field engineer, have made it their mission to find Laci, with no guidance from Modesto Police of Lacis family.
Her family needs to know what happened, said Garcia. Whether shes out there and someones holding her or whether shes no longer with us, and we bring her home, or we help in bringing her home.
Recently, Garcia helped in the search for Danielle van Dam, and also tracked down Phillip Salcedo, the armored car driver accused of stealing money in January.

"Garcia was thought to be employed by SP's family, looks like he is not. At least, not now."
Think he stated from the beginning where ever the trail lead so be it....a breath of fresh air...IMHO

If there are tire tracks in the concrete, doesn't it follow that there would be concrete on the tires? It's possible that's why the police are holding the pick-up - they found concrete on the tires and have been trying to match it. Only a thought.

He finds a chunk of cement by a waterway with a tire track through it and DOES NOTHING ABOUT IT on the spot?
If I ever need a private detective I won't be calling this guy.

That said, this cement residue issue was mentioned last week in a Medesto Bee article (I believe)and the residue in his boat was explained away by Scotts brothers, who stated that Scott had a homemade cement anchor in the boat.
Although I have to admit Robe that this is a new day and time and the media is bigger than it has ever been before, the cement residue that was reported by the national media not only the Modesto Bee was through interviews that Bruce Peterson (no relation to Scott)the person that sold Scott the boat. Bruce Peterson told LE and the media that cement residue was not in the boat when he sold it to Scott.
You mention Scott's brother, no where have I read or no interviews given have placed Scotts brother with Scott on the morning nor any part of the day on Dec. 24, 2002. Matter of fact Scott Peterson's family have said they did not hear of Laci's disappearance until Dec. 25, 2002, although Scott had informed Laci's family that Laci was MISSING, not out somewhere, not gone somewhere, and this was in approximately 2 hours from him returning home from his supposedly fishing trip. Even Laci's family feels it strange that Scott continuously referred to Laci as missing in such a short period of time.
This Private Detective, Bill Garcia when he first came into the picture was suppose to be working with Scott and his family. Now don't you wonder why people have started to stray or keep their distance from Scott. His first attorney cut him lose, the hotel manager that offered Scott use of the hotels (Modesto and LA) got bad vibes from Scott, the Richardsons, who were in Scotts wedding and with whom he spent the night with the night Amber Frey outed him, they stated that he was not the person that they thought he was, and not to mention Amber Frey, who Scott lied to about his marraige.
Have you thought why Scott's brother has to speak for Scott. Scott's mother has to speak for Scott. Scott's father thought the Mitchells was Scotts saviour and he came out and spoke for Scott. You hear everybody, but Scott. I can understand why Scott is not talking now, when he attempted to persuade the media and the viewing public with his lies (and I must say a very very poor liar ar that. When it was the appropriate time for Scott to be out and in the open and pleading for the return of his missing wife and unborn child, he was hiding behind his various caps and attempting very hard to shun the media.
Regardless oh how it goes it is Scott Peterson who is criminally wrong.

What a lame excuse for not allowing the police into the house the day his PREGNANT wife went missing--they might take his guns. LOL! I'm not convicting this guy yet, but I'm also not inventing unrealistic scenarios to explain away odd behavior. We will see what develops.
Were you unhappy with the Westerfield verdict when it happened? It amazed me the number of people willing to make up the most extraordinary excuses for an obviously guilty guy.

I didn't hear him state anything at the beginning. It was SP's family who said Bill Garcia had joined Scott in Modesto to look for Laci. Perhaps it was wrong to assume that they hired him. The family was in San Diego at the time.

The info on the cement is the first I've heard from him on this case. I know he's said that in other cases. Do you have another article or source we can refer to?

The thing that really made me wonder about this guy is the report that he made the police get a warrant to search his house the day she went missing.
FWIW...SP's mother adamantly state on TV that he did let them immediately...and later a warrant was issued...

Who said that? I understand he and his assistant was at the site yesterday and used a sonar device in the water, contacted MPD, was there til dusk and was to return to the site today.

There are a lot of different sides being presented and it's hard to know who's telling the truth, but so far, Scott has been conclusively caught in several big lies. I heard the part about the warrant in a newspaper report that cited police sources. It is possible for such facts to be reported in error, to put it mildly. It is also possible that Scott's mother is in error. She was not present when police came by for the first search, nor was I.

IIRC, Garcia was asked to leave the missing children's organization he was involved with in SD because he leaked information against the wishes of LE.
There was also some question about whether he was a licensed PI. I believe he was.
He was involved in the searches at Dehesa.
I don't recall him being involved in anyway with Douglas Pierce.
One can never tell with these things.

SORRY..I was not clear..What Imeant by beginning was his beginning with the case as when I first heard his name...that was when he organized something in San Diego..It was then I think I read something about him saying or someone saying he had stated his intention to follow the leads impartially...rg..and now that we are speaking ofit not sure he was charging at that time...have to go back and search to be sure...but I have tocatch up first..Seems the faster I go the slower I get...:-)

MPD also had taken in Scott's new truck he traded Laci's Land Rover in for, for a partial day a couple of weeks ago, checked it for something, then returned it.
