The Man confessed, that he has pretended an attack on him, the chief of the Schweinfurt Police Heinz Henneberger announced Friday. The soldier said that his motives were a lack of success in his private life and in his job. The 32-years-old father has planned to commit suicide, because he failed by trying this, he invented the story the assault.

Yes, it is a crime (§ 145d Strafgesetzbuch), and can be punished with up to 3 years in prison or fine.
I think - if it comes to a charge, he will face some hundreds of Euros fine, not more.

He really needs help. I hope he´ll receive it.
