Because they would be the only people in the place applauding less than her. It makes her look like a cheerleader by comparison.

The closer to the front, the more important she appears to be. Plus she gets more camera time, though in her case that may not be a positive.

I wonder if she gets special consideration as a former First Lady (oh, how it pains me to type those last two words in reference to Hillary). Or are former Presidents/First Ladies generally not invited to the State of the Union address?

Let me guess...

She needs the image for a campaign ad, where she will depict herself as tough in foreign policy or tough on terrorism. She can't wear a uniform, so she will simply park near someone who is wearing one and hope the cameras get a useful shot.
