Seems he concluded that no "official" help would come from America so this Green Beret fell back on old skills, friends (?) for escape and evasion. If they catch this guy "in" europe I will be suprised.

Is France better or worse than Monaco? France has the most notoriously brutal prison system in the Western World.
The recidivism rate for French criminals is very low due the horror found in France's jails.
Certainly France has an extradition agreement with Monaco.
Maybe he can pull a Spagliari and escape again.
