North Korea dismisses U.S. offer to resume aid
Government takes issue with terms; reaction in Washington low-key

SEOUL, South Korea North Korea on Wednesday dismissed the Bush administration's recent offer of a resumption of aid for an abandonment of its nuclear weapons programs, calling the United States' overtures "nothing but a deceptive drama to mislead the world public opinion."
"The U.S. loudmouthed supply of energy and food aid are like a painted cake pie in the sky," North Korea's Foreign Ministry said in a statement distributed by its official Korean Central News Agency.
Reaction in Washington was low-key. Ari Fleischer, the White House spokesman, said: "That's an unfortunate comment that North Korea has made." He added, "This is why Japan and China, South Korea, Russia and the United States view this matter as a serious concern."
As North Korea continues to revive a nuclear reactor capable of producing atomic weapons, the Bush administration has already set aside military force as a potential response, cognizant that a war here would likely devastate South Korea and perhaps Japan, and focused intently on preparations for a looming war in Iraq.
