REFERENCE: Bills before the 2003 VA General Assembly

Fellow Freepers, here are some noteworthy bills before the 2003 Virginia General Assembly, which convenes this Wed. Jan 8...

SUPPORT:

HB 31 SALES TAX EXEMPTION - This bill would exempt clothing and computers from sales tax, during 1 week each August, to lessen the tax burden on parents, buying for schoolchildren.

HB 1402, PARENTAL CONSENT FOR MINOR ABORTION - Requires the CONSENT (not just notification) of parents of a minor who is requesting an abortion.

HB 1405, PARTY DESIGNATION ON BALLOT - Allows candidates in local elections to be identified by party on the ballot.

HB1406, CHOOSE LIFE LICENSE PLATES - Would create a CHOOSE LIFE license plate that could be purchased for $25 annually, with the funds supporting adoption.

HB 1499, REQUIRES PARENTAL NOTIFICATION FOR SERVICES TO MINORS - Would require govt. agencies to notify parents for any services rendered to minors.

HB 1519, LIMIT ON REAL ESTATE TAX - This bill would limit the annual property tax increase to 5% or less, with 2 exceptions.

HJ144, CONST. AMEND. TO LIMIT GROWTH OF STATE BUDGET - Limits the growth of the state general fund budget to increase in gross state product plus population growth. Can be exceeded with 2/3 vote of both the house and senate.

HJ 545, CONST. AMEND, TO PAY PUBLIC FUNDS - This Constitutional Amendment would allow the state to give public funds via vouchers or tax credits to parents for support of public or private education

OPPOSE:

HJ 16, HJ17, SJ 10, SJ 283 CONST. AMENDMENT TO RESTORE FELON VOTING RIGHTS - This Constitutional Amendment would require the state to allow convicted felons to vote, once they serve their sentence.

SJ 281, CONST. AMENDMENT TO CREATE VA RESISTRICTING COMMISSION - The Democrats controlled redistricting for 140 years in VA. Now that Republicans are in power, they wanto to change the rules.

SB 698, FORCE INDIVIDUAL GUN SELLERS TO CONDUCT BACKGROUND CHECKS - This misguided bill would FORCE private sellers of guns, at gun shows, to conduct background checks on buyers. Currently, licensed dealers must do this.

SB 709, MORATORIUM ON EXECUTIONS - This bill would prohibit the State of VA from executing prisoners.

Don't forget to oppose Warner's plan to make not wearing a seatbelt a *primary* offense.

My Delegate, Bill Mars of Richmond, responds well to input. He opposed the bevy of Biometric Database Bills last session.

Finally, Virginia Taxpayer's association, run by a Mr. White is an excellent resource. I receive email from the organization and perhaps you might like to.

Wow, thanks for all the email addresses. You might be interested in taking a look on this thread since it has articles about some of the bills before the General Assembly this session. I tend to try and keep info centrally located to use against the you-know-whos when need be. Things look better every year, but we still gotta watch them like hawks!
