When U.S. Marines were fired on by two Kuwaiti nationals during a training exercise Tuesday, they had no way of defending themselves, U.S. officials said.
The Marines were practicing urban warfare tactics on Failaka Island in the Persian Gulf and were carrying no ammunition for their weapons, U.S. officials said.

If you issued live ammo to everyone participating in a non-live fire ftx, then I'd have to wonder why that planner's head was screwed on so loose that he insisted on calling it a non-live fire exercise.
If you're at an ftx site, we could issue live rounds and call it a LIVE FIRE EXERCISE. (Now there's a thought...hmmmm)
Or we could RUN IT according to the rules of a live fire ftx but have all the in-gun clips be blanks. Every troop, however, could be issue a live clip for the left ammo pouch in case of emergencies. Since we're running by live fire rules, then even in the instance of a mistake on clips we still ahve the necessary structures in place to prevent an accident.
