Yes - if I was going to do this I would use a TC contender
A rifle is too conspicuous in an urban setting
The various .223 caliber cartriges are accurate to 400 yd from a contender.

Can you fire a high-power .223 from a handgun?Yes. You can get a pistol kit that will work on an AR-15 type lower and you can also get a Thompson Center Contender (single shot pistol) in .223 (or practically any other caliber for that matter).

Why is the news today calling these sniper style shootings? According to the gun grabbing media, shootings from close range are done with "Saturday Night Specials" while ones from farther away are done "sniper style". If multiple shots are used, it is an "assault weapon." That way, banning just a few types of guns gets them all.

Can you fire a high-power .223 from a handgun? The short answer is yes, Remington XP-100 single shot bolt action, is one example. Some folks wouldn't call that a handgun, but technically it is. Short barrel, pistol grip only, no shoulder stock. Another is the Thompson Contender, single shot break action.
In fact there is one site (at least)
That thinks JFK was shot with an XP-100 (in .222 caliber, closely related to the .223)
Here's a couple of versions of the XP-100. The latter is very custom job.

Yes, albeit specialized handguns. You can shoot a a 45-70 and better in some, but you pay the piper on the recoil side.
