This really isn't a rhetorical question.
If Chang was committing illegal acts that have been adjudicated as sufficient to send him to prison, then there *must* have been people who were on the other side of those acts who are at least equally guilty. More guilty, imo. You can't get an A without there being a B.
I'm obviously talking about Torricelli here, but it could be anybody.
Why does Chang go to the slammer while the other person walks?
I don't consider this system of justice to be a system of justice.
