State deficit growing, Simon warns

LOS ANGELES -- Bill Simon, who has been ripping Gov. Gray Davis' record on California's economy wherever he goes, predicted Thursday that next year's budget deficit could reach $20 billion -- twice what anyone has projected so far.

Elizabeth Hill, the state's legislative analyst, who spoke on a panel with former Gov. Jerry Brown just before Simon's speech to the Milken Institute's annual State of the State conference here, has projected that next year's budget will be about $10 billion in the red.

"It all depends on the course of the economy and if we have increased expenditures," she said after Simon's speech. "The budget also assumes we'll get a lot of money from the federal government, and they're having some of their own problems."
In other words, Simon is absolutely right about this. Since she's a Democrat, she doesn't want to say it out loud, but ... he's right.

Pretty stupid to count on the Feds, when Bush has absolutely no reason to be kind to Davis, and some pretty good reasons not to be.

Brown's comment was pretty cool, too. Makes me think Simon might even have a few friends among the Democrats ... those who can think independently, that is.

No matter how much the state spends, they can't seem to reduce the deficit. Dems are said to be completely baffled. All their research (rereading Marx's Communist Manifesto) pointed in the other direction.

Simon, whose chief budget adviser is Jesse Huff, state finance director under Gov. George Deukmejian, also repeated his call for a state spending limit similar to one used in Colorado. There, Simon said, state spending can't increase from year to year more than the rate of inflation plus population growth.

Actually we have just such a law. Proposition 4, passed in 1979 says exactly that. I've never heard an explanation of how it's being bypassed, but it clearly is.

But a Davis spokesman dismisses the $20 billion prediction as rhetoric.

Good move by Simon , force Davis to defend how small the deficit is, that ought to be a hoot! Then we can talk about how much money was there when he was elected to office!

The Republicans DID propose something like this. They proposed a spending cap. It got no where. And, of course, Davis refused to meet with them.

It’s very comforting to know that my heard earned money is just being pissed into the wind by this damn idiot Davis. If he gets back in I am seriously considering moving to Colorado.
