According to Gallup, Clinton's approval ratings surpassed 70% only TWICE during his entire 8 year tenure -- 12/20/98 and 2/9/99. Conversely, even when he posted 60ish ratings, his disapprovals were in the high 30s. [NOTE: According to Gallup, Clinton averaged a 55% approval rating for his 8 years; Reagan averaged a 53% rating]
