Rapist admits stalking boy, gets probation

A convicted child rapist who told deputies he can't control his urges pleaded guilty Friday to stalking an 11-year-old Knoxville boy and was sentenced to a year on probation.

Robert Charles Druckemiller's plea agreement had a judge questioning whether it was appropriate, a prosecutor saying it was all he could get and the child's mother saying Druckemiller belongs in jail.

"I don't like it," the boy's mother said after the hearing. "I think he should be put away. Why should we sit out here and have to worry about our kids."

Druckemiller, 36, served 12 years in Pennsylvania for multiple incidents of child rape there and moved here a little more than two years ago.

He was charged with stalking the child this month after befriending the boy's family. When the boy's mother learned of Druckemiller's past she ordered him to stay away from her and her son.

But according to Knox County sheriff's deputies, Druckemiller continued to frequent a soccer field in Halls where the boy was playing and drove by the child's house.

"How do you plead to the offense of stalking?" Sessions Judge Geoff Emery asked Druckemiller during the hearing.

He replied quietly, "Guilty."

The plea agreement was worked out by Leland L. Price, an assistant district attorney, and Assistant Public Defender Scott Carpenter. It was reached 10 days after Druckemiller was arrested.

Druckemiller faces a hearing Monday for violating the terms of his probation for contributing to the delinquency of a minor by giving beer to a 13-year-old boy earlier this year, according to Sheriff Tim Hutchison.

As part of Friday's agreement Druckemiller was sentenced to 11 months and 29 days at 70 percent service with all the jail time suspended, and he will serve the time on supervised probation.

Stalking is a misdemeanor on the first offense.

Emery appeared surprised at the terms of the plea.

"I'm concerned about this disposition from the standpoint of his prior conduct," Emery said, adding that he was worried about Druckemiller's "potential" conduct in the future.

Emery ordered Druckemiller not to have any contact with the child or his family.

Druckemiller did not leave the jail, though, on Friday.

Instead, Sheriff's Detective Robbie Lawson served him with a warrant charging Druckemiller with violating the state's Sex Offender Registry Act.

He is accused of failing to notify the Tennessee Bureau of Investigation that he had moved, something the law requires.

If convicted he could be sentenced to as much as six months in jail.

Price said the terms of the plea agreement were basically the same prosecutors could have gotten if they had taken the stalking case to trial.

He said that for a conviction on this type of misdemeanor a person is presumed eligible for probation.

"My estimate of the case was if we had gone to trial the end result would be exactly what happened here," Price said. "So that's why we did it."

He added, "The family wishes stalking was a more serious offense than a misdemeanor."

The boy's mother said what's happened has her wary - even more than normally - about her son's safety.

"I just don't feel that I should have to live like this," she said.

Asked if she thought this would keep Druckemiller away she replied, "It might for 11 months and 29 days. I can't say it will or it won't."

Hutchison said he was dismayed at the resolution of the stalking charge.

"It's unfortunate, but this is apparently the judicial system's way of managing jail population," he said. "This is a prime example that some people can't be educated out of their behavior. They just need to be locked up."

Druckemiller is listed on the TBI's Sex Offender Registry but not on the part of the list that is available to the public.

TBI Spokeswoman Jeanne Broadwell said the public only has access to a list of offenders convicted after July 1, 1997, when the registry was created. Offenders, like Druckemiller, whose convictions came before that date still must register, but that information is only given to law enforcement agencies.

"That's just the way the law was set up," Broadwell said. Hutchison said there are several sex offenders living in Knox County who are not listed on the public part of the registry.

If that mom were ever on trial for shooting and killing this rapist/stalker, I wouldn't vote to convict. If the "law" can't take care of evil people like this, someone else will HAVE to. In Texas so many people have concealed gun permits. About everyone I know has guns. Lots of pick up trucks (for transporting dead body). A person like that stalker could just disappear

Aside from the fact the judge is obviously incompetent, I think this SOB will be if he touches another child.

This is unbelievable! If Bush really wants to do something to help parents protect their children, he'll work to keep these predators off the streets, instead of promoting his bogus proposals to "teach" parents how to look out for their kids. What does it take to get the government to direct its efforts towards its most fundamental purpose, that of protecting the lives and property of citizens? Why aren't we all demanding this from lawmakers?

Leaving the perp on the street makes it possible for the community to deal with him in their own good time.

"Chemical castration" works -- as long as the patient takes his pills. Dr. John Money at Hopkins is pushing this idea. Some years ago, one of his patients "forgot" to take his pills and molested three boys in the Baltimore area.

Actual castration, and removal of the extrenal sex organs, DOES remove both the ability AND the drive. But no state has yet had the guts to require this.

I am sure that modern medical science could find a non-lethal solution to this problem. If he has no character, control, and so weak in spirit that he cannot even generate the horsepower to attempt to learn to control it (notice how he whines that he can't "control" it?) then the problem may be safely and permanently removed courtesy of the surgeon's scalpel. It's better for him, and cheaper for us, what's not to like?

People who would suggest anything other than permanent imprisonment or death could not find their own backsides with both hands in broad daylight.

And what could be cheaper than a .357 in the base of the skull?

There was a time when such menaces were locked up in "insane asylums", not so much for their treatment, but to protect society from their predations.

Gosh. It was not that long ago we (Reagan?) lambasted the Soviets for the practice of imprisoning, in the guise of "treatment", those deemed to be a threat to society. But if it makes us safer, well...

This is not a medical problem.

Strictly speaking, I agree with you; it is a moral and spiritual problem at its root. I was only trying to find a way to put these people away so they can't harm others in a way that would be acceptable to our "compassionate" society.

Vigilante justice feels right emotionally, but if we are to live in a country where the rule of law prevails, we must find legal recourse, if at all possible. I don't know why child rape is not a capital offense; it should be! Let's change our laws to protect the innocent for a change instead of catering to every whim of the accused.

With all due respect, I'll have to disagree.

If it were only a matter of sexual drive, then perhaps it would be a solution. It's also a matter of power - the predator having power over his or her prey. Castrate them, and they still have hands and feet. Remove their limbs, and they still have minds and a mouth to speak. Execute them, and they will never hurt anyone again.

I wouldn't hesitate to castrate anyone who messes with my grandchildren. I would dig a little deeper and go upwards past the scrotum and keep going until the blade got stuck. I assume an adrenalin rush would give me the extra oomph that is needed for a granny to carry out this disembowelment. It would be his last bowel movement naturally if he happened to survive the carving. That is my version of 'It's for the children; it really is.'

Sent back to prison like hell!!! This is another in a long line of examples that child molestors can NOT be cured. No amount of jail time, no amount of counceling, therapy or drugs work to cure them. The only cure is their deaths and that is EXACTLY what should happen to him. If the justice system does not have the balls to put these scumbags into prison for life without the chance of parole or (as I'm for) their immediate execution, then it's up to the parents of this country to protect our children. Let a child molestor get within 10 feet of my child, I might end up in prison but I guarantee you he/she would be in the grave.

Yes, the Soviets imprisoned political dissidents in asylums under false pretenses. In our free system, we have safeguards to prevent this. Truly mentally disturbed patients who are a menace to others need to be locked away.

If Hillary becomes president, er, dictator, we'll have a lot more to be concerned about than just this issue.
