Jim Behnke looks across the picturesque San Rafael Valley from atop Montezuma Pass and sees the perfect place for the military to taper off a stampede of illegal entrants. Behnke, 68, says it's time for the federal government to put soldiers along the remote hills and canyons that stretch farther than the eye can see from this pass 6,575 feet up the southern tip of the Huachuca Mountains.
"We have to say it's a national emergency," Behnke says as he proceeds cautiously around switchbacks along a steep dirt road in his silver 1999 Honda sedan. "You either believe it, or you don't." Behnke says teams of specially trained soldiers can intercept and apprehend illegal crossers in the most remote areas of Cochise County so the outmanned Border Patrol can concentrate on populous areas. But sealing off every hilltop and canyon along the border seems as daunting a task from up here as a first-time political candidate knocking off an incumbent congressman like Republican Rep. Jim Kolbe. "It's David versus Goliath, that's for sure," says Behnke, a retired Army lieutenant colonel and retired Lutheran minister from Hereford. Behnke says he is counting on a folksy grass-roots effort, heavy on coffee meetings, to topple Kolbe in the Republican primary for Congressional District 8. Newly drawn, the district includes much of Tucson as well as Green Valley, Sierra Vista and most of of southeastern Arizona. The bulk of that territory is included in the current 5th District. The winner in the primary will face Democrat Mary Judge Ryan in the Nov. 5 general election. Behnke says he had a difficult time deciding whether to run against Kolbe, a man he has supported at the polls in the past. But he says the incumbent has lost touch with his constituents and is not doing enough to protect people living near the border. On a drive from Sierra Vista to Naco, and through the Coro-nado National Memorial, Behnke points out the routes favored by both illegal crossers looking for work and a better life and those hauling illegal drugs. On Arizona 92, just outside Sierra Vista, agents nab a group of about 25, but Behnke says soldiers using radar can capture more. "I'd say the job could be done by 800 people," Behnke says, envisioning Green Berets on the patrol. Behnke spent 20 years in the Army and had two tours in Vietnam, the first as a Ranger and the second with the First Infantry Division. He first was stationed at Fort Huachuca in 1970 and returned in 1975 after an assignment in Europe. After retiring from the Army in 1977, Behnke studied for the ministry, leading a church in Mexico City and founding Sierra Vista's Immanuel Lutheran Church in 1985. He retired from the ministry in 1999.
Behnke has been married to his wife, Charlotte, for 31 years. They have two adult children, Michelle, 26, a teacher in Prescott Valley, and Michael, 30, a research biologist at Montana State University. Behnke says he wants to strengthen the Second Amendment. He wants commercial pilots trained to use revolvers, and active and retired law enforcement personnel - with regular screening - carrying weapons across state lines. If he is elected, he says, he will lobby Microsoft founder Bill Gates to establish a two-year computer training school on Tucson's South Side. "When you're a congressman, they'll return your calls," he says. He would push to ensure Arizona's military bases stay open. And in his campaign literature, Behnke quotes from Psalm 139 to illustrate his pro-life stance. |

September 2001 - After the September 11th attacks, one of the most obvious, necessary actions that needed to be taken was to secure our borders. RINO Kolbe voted against 191 Republicans and with 147 Democrats against an Amendment to HR2586 which would have authorized the Attorney General and the Secretary of the Treasury to request that members of the Armed Forces assist the INS with border control duties. This is not the first time that Kolbe voted with the Democrats to keep the military from protecting our borders - see May 2000.
May 2000 - RINO Kolbe voted against 184 Republicans and with 151 Democrats against an amendment to HR4205 which would have authorized the Secretary of Defense to assign, under certain circumstances, members of the Armed Forces to assist the INS with border control duties.
He has also voted seven times out of seven times against a ban on Partial Birth Abortion/Murder. This is not a pro-choice position, it is a pro-Murder position. And it certainly is not indicative of true Republican. Kolbe is a RINO.

The new district has a majority of Republican voters - why do people insist it will go Democrat? Where'd you get the idea that this is a liberal district? The only reason Kolbe has won so many times is that he has been the only real Republican candidate in the Primary and the General. The only guy to run against him is mentally ill and runs every two years. Behnke is a truly viable option now. Don't count him out.
As for his age, I've met Behnke and I've met Kolbe and my impression was that Kolbe was far older than Behnke.
Once Behnke takes Kolbe out, the RNC will come in with $$$ and staff to win in the General. Behnke just needs to unseat the RINO first.
I'm basing it more on the stats of the 5th, which has been a marginal district throughout its 20-year existence. I've not seen the stats for the new 8th. I presume it is safer for a Republican if they took more Hispanic areas and placed them in the new 7th, is this correct ?

After seeing the results of challengers and annointed candidates so far this year, it hasn't looked all that promising. The simple fact is that the political landscape is littered with the corpses of fine men and women that were far better than the victors. You already know that most challengers fail to dislodge incumbents in general elections, but AZ has the distinction of being one of the few places that has NEVER had a House member knocked off in a primary election, going back to Carl Hayden's first election after statehood in 1912. In fact, the last House member to be defeated in a primary was Territorial U.S. Delegate Hiram Sanford Stevens (D) in 1878 by John Goulder Campbell. Similarly, on the Senate side, no incumbent has been defeated in a primary since Henry Fountain Ashurst in 1940 by Ernest McFarland. As you can see, it is historically daunting.

Kolbe does look older than 60 (comparing him with his relatively youthful looking photo of him at 42 when he entered the House in 1985, he looks as though he has aged 30 years now). I can't see the Colonel at his age serving more than 3 terms, praying for good health (AZ, it should be noted, has been blessed (some might say cursed) with pols that live to a fairly ripe age -- if the Colonel decides he wants to settle in for a long career and lives to be as old as either Sens. Hayden or Fannin, both of whom died just short of their 95th birthdays, he'll get to serve a good quarter-century in the House !), has he pledged himself to term limits ?

One would hope they would help... That's yet another problem, how much money does the Colonel have vs. Kolbe ? Only in rare instances do challengers short on $$ prevail, with the astonishing exception of Conservative Rep. Jo Ann Davis in Virginia who was massively outspent by a RINO.

I do not believe in socialized medicine. It just doesn't work. We need to improve our system (the best in the world) so that it is affordable to all. In recent years, numerous death row inmates have been exonerated by the use of DNA testing. Do you favor the death penalty? Why or why not? I am in favor of capital punishment. It deters crime! How would you improve on campaign finance reform legislation? Full disclosure is all that is needed. What can we do to monitor corporations to make sure they're doing their job? Have full disclosure, honest reporting and severe penalties for corporate fraud. What is the role of the state and federal government in the war on drugs? Enforce the law and stop drugs from illegally entering our country. What is your take on signing documents regarding the Clean Diamond Act, which prohibits the importation of rough diamonds into the United States from countries that do not implement controls to protect human rights? Human rights records should be tied to trade agreements. What, in your view, is the federal government's greatest failure in serving the needs of Arizona? Allowing terrorists, drug traffickers and illegal aliens to invade our southern border. Over the years, the federal government has grown increasingly intrusive into the individual, personal lives of people. What, if anything, would you do to help reverse that trend? Our Founding Fathers saw a limited role for government. We need to return to that concept. What course of action do you propose to address illegal immigration? Use the military to assist the Border Patrol in securing our borders. What should U.S. foreign policy toward Mexico be? Encourage Mexico to solve it's economic problems. Demand Mexico respect our sovereign border while maintaining a strong economic relationship. Do you support the Free Trade Area of the Americas -the new NAFTA, which would unite the economies of the Western Hemisphere into a single free trade agreement? NO! The current situation penalizes American businesses. The "new NAFTA" will only make things worse. We must remain a sovereign nation. America first! Given the crowded field, why do you think you can win? Of the three candidates.....I can best represent the views and values of Southeast Arizona. Tax cuts were voted in based on projected surpluses. Now that those surpluses have turned to deficits, would you continue on the same tax cut course? Yes! Tax cuts stimulate the economy and subsequently raise revenues. Would you be in favor of confiscating the assets of corporate executives found guilty of fraud? I would have the courts enforce the laws that are on the books. What is your position on abortion rights, including parental consent? I am Pro-Life! The government must not take away parental rights. Give three examples to convince the public that you are ethical, and how can the public hold you accountable if we find out otherwise further down the road? I served honorably in the military for 20 years, have served honorably as a pastor for 18 years and have raised a successful, traditional family. How do you plan to remedy this disparities in health care for the poor and for minorities? We should find a solution for affordable health care for all. What will be your spending priorities be in the upcoming budget? National Defense and Protecting our Borders. Do you support increased spending on debt and AIDS relief to Africa? No. We cannot solve all of the world's problems. Would you direct more money for the NASA program for the Mars mission? No. Are you more in favor of humanitarian efforts or military intervention efforts to prevent aggression toward America? Humanitarian efforts & military intervention are not mutually exclusive. District 7 is the youngest, poorest and most Hispanic district in Arizona. What is your plan to stimulate economic development along the border? Entice companies to come by removing current disincentives to capital investment such as.... our out of control border situation, abuse of environmental laws and lack of infrastructure for technology. The federal government has failed to reach the small business procurement goal for women and minority owned business. What is your plan to improve this? I believe in the free enterprise system without any discrimination. When you're elected in D.C., what is your plan to communicate with your constituents on a consistent basis? I plan to hold frequent town halls structured to listen & respond to constituent concerns and issues. I would have an "open door" policy, an interactive web-site and newsletter. I would hire a responsive and friendly local staff. Assuming you win the primary and general elections, what congressional committees have you identified as being ones that you would like to serve on, and how would those committees assist you in helping your future constituents? Committee on Small Business, Committee on Education & the Work force, Armed Services Committee, Permanent Select Committee on Intelligence. These committees would help secure our borders, provide jobs, stimulate the economy and prepare our children for the future. What is your position on increasing the minimum wage? I support the free enterprise system. Let the market decide. What are the three most serious policy areas facing your district right now, and how would you prioritize them? 1.
