Stupid Question Time

I run Netscape 4.7 w/ some security stuff enabled.
Have been receiving notices (window pop-ups) with a certificate from citizencorps.gov as owner.
Has anyone else been getting this and what do i do about it?

I got one that said FEMA...bad certificate. Turned out there was a thread up at the time I dropped in with a link to a FEMA picture
