There's a difference - The songs by Randy that you are citing are usually listed in the Comedy category, for one thing (and they are funny)... Stev's songs are listed under the Alternative Country genre, not comedy...

Secondly, Steven Earle has written other songs that to me raise questions about whether he actually likes this country ("My Uncle", for one...) and his left-leaning politics are very close to the political "values" of Johnny Lindh's parents...

So, you can defend him on the grounds that he's just writing from the "third-person" perspective all you want. Those of us who have followed his politics know better...

Steve Earle is also the guy who likes to claim, as he was quoted, "I'm to the Left of Mao Tse Tung" - a man who campaigns against Capital Punishment (his song "Over Yonder" was inspired by his friendship with Jonathan Nobles , a condemned murderer of two young women who was later executed - Steve was present at the execution at the request of the inmate because the inmate wanted someone there who didn't hate him), etc... etc... on and on and on... In every interview I've ever seen by him, he basically states that what he writes is what he's feeling at any particular time...
