EDINBURG, Texas- Officials and academics from 10 nations have drafted a declaration calling for greater opportunities and protections for the world's more than 150 million migrants.

The "Declaration in Defense of Migrants in 2002," written Friday at a conference in Edinburg, is to be presented in Oslo, Norway, in September with hopes it will become a guide for policy makers, said Mexico's Juan Hernandez, special adviser to the president for Mexicans abroad.

It calls for international acceptance of dual citizenship and assurances that migrants aren't cheated by employers or denied access to basic health care and education. It also urges creation of better documentation and improved systems for money transfer, and allowing emigrants to vote in home country elections.

Delegates to Friday's conference, hosted by the University of Texas-Pan American's Center for Border Economics, a think tank on North American Free Trade Agreement commerce, said a growing number of migrants are undocumented and face abuse in countries that see them as a threat to their national identity.

The declaration's concepts are more timely than ever in this era of terrorism and nationalistic fervor, said Hernandez, who worked on an early version of the declaration.

"We filter everything around the world through what happened Sept. 11, and we should," he said. "But I believe a conference like this becomes even more relevant, in which we openly do not close our eyes to what are the benefits immigrants provide to sending countries, to receiving countries."

At least 150 million, and as many as 180 million people live and work in foreign countries. A growing number are undocumented and subject to abuse in countries that see foreigners as a threat to their national identity, even as they welcome the labor, said conference attendee Demetrios Papademetriou, co-director of the New York-based Migration Policy Institute.

Some supporters of immigration crackdowns questioned Mexico's predominant role in the document and said it was part of a campaign to open U.S. borders to Mexicans.

Dan Stein, executive director of the Federation for American Immigration Reform, called it a "thinly disguised call for lawless anarchy."

"So everybody can be a citizen of every other country and everybody can vote and there won't be any borders? Sounds kind of utopian, but what it is an all-out assault on the modern nation-state," he said.

Why do they have to have dual citizenship in order not to be cheated? Just pay them the minimum wage. It will still be more than they will get in Mexico.

That is the goal of third world governments; since they can't make their own houses a better to place to live, they want the right of their citizens to invade someone elses.

Simple solution: close the borders and enforce the laws.

Good. I hope the "abuses" they face include jail, being shot by pissed off landowners and deportation..

I also think we should make Fox financially liable for the cost associated with this through our trade policy..

Then maybe he will get serious about border patrol.

Juan Hernandez is a U.S. citizen. He was born in Texas. He is now working for a hostile foreign government against the best interests of the United States. In my book, that makes him a despicable traitor. I'm sure you know what should become of despicable traitors.

We have a lot of migrant worker in my part of NY. They work the fields, orchards and canning factories. They are a very hard working bunch and seem to take very good care of the camps they live in. I would like to see this group get work papers as easily as possible. There should be some sort of migrant database use to keep track of the workers similar to how contract houses keep track of there temporary technicians, sectretaries and factory worker. If the migrant has a work history they should get the express treatment. If you are new, you get a good checkout resulting in either a permenant ban of entry or their papers.

Interesting.

The farmers in Latin American countries employ what's referred to as "slash and burn farming." It's a technique whereby the farmer will clear off a strip of land by chopping down trees and burning off the residue to get at a new unused piece of land. They then farm it until it is reduced to complete uselessness.They then repeat the process in another location. It looks to me like there are some who would apply the same principle to their countries. Reduce it to worthlessness through corruption and theft of every type then, having ruined their country, move to another location and repeat the process.

I think not. Having made their bed, now lay in it. Yes, we are a nation of immigrants, but our ancestors came to create, not pillage.

What we need is a Charter for the rights of rooted peoples to preserve their civilizations, heritages and lines of descent from rootless migrants, looking for material advantage and caring deeply about very little else. The quality of future life on this planet is very much at stake.

Incidentally, I have just beefed up my Chapter in the Debate Handbook on Immigration & The American Future. Anyone who may have downloaded it for use in the debate, is invited to revisit, and replace the earlier version.

It goes something like: "Well, I feel sorry for everyone with my skin color or features, so I think they should just be able to break the law and come do whatever they want.. We should let everyone in because I think that's a great idea and screw what you think because you're a racist, bigot anyway.."

I don't have a problem with migrant worker programs.. But illegals and "open borders" policies bug me.

You know, maybe the answer is for them to work make their own country a better place to live.

Yes, we are a nation of immigrants, but our ancestors came to create, not pillage.

We are not really a nation of immigrants, although I freely admit that my own ancestors were immigrants from Europe to Ohio. But the national reality of the United States--or should I say realities, because a State is synonymous with a nation which owns geography--as opposed to a wandering tribal nation--grows out of interaction and heroic achievement by those of Settler descent, who made the necessary decisions, sacrifices and commitments, which developed both our National sense of being Americans and our sovereign States and Constitutional independence betweeen 1776 and 1787.

The point may appear to be hair splitting, but it is important to an understanding of the concept of the American National character. The fixation of "Liberals" in describing us as a "Nation of Immigrants," is intended to blunt that understanding, and leave us vulnerable to their Nation destroying dogma.

You are entirely right, of course, in stating that the Founding Fathers came to create not pillage. They would be very upset with how poorly we have maintained their heritage.

I don't have a problem with migrant worker programs.

The only problem with migrant guest workers that many of its supporters fail to address is the anchor baby scam.

There is a US government program going now that legally allows business to temporarily import people from Mexico. Women down there beg to be included in it, many are and the first they do is get pregnant. It is a ticket to permanent citizenship.
