They want to make sure the referendum doesn't take place in November. It would be toxic fallout for GrayDown's re-election bid.

How can you "proofread" something you've already passed?
This has the additional advantage that Gray Davis doesn't have to sign it - he could just automatically let it become law. If he wants whatever advantage he feels he can get from signing it, he should sign it on the last day so it's closer to the election.
This bill definitely excites his base, and with his base in grave doubt, he seriously needs it. I suspect that most people who would vote against him on this issue already oppose him for other reasons.

This trickery is an excellent exciter for Simon's base!

Why not start collecting the signatures now? Davis said he will sign it.

Exactly. The signature collection should begin immediately. Force Davis' hand. This is just more ammo to make this guy look like the idiot that he is. Get it on the ballot. Even if Davis vetoed the bill, the emotional level is already up, and passage would prevent the Dems from doing the same thing next year.

From the article:
Only then can the opposition begin to gather the 419,260 signatures necessary to put a referendum on the ballot.
Maybe dalereed knows why!

It's possible that enabling legislation for a referendum in California specifies that the law must be enacted before the signatures are collected. It certainly wouldn't be proper to collect signatures while the bill was being ironed out in the legislature, for example. Otherwise, you could start collecting signatures every year when the legislature opens, and that makes no sense.

The signature collection should begin immediately.I can't speak for California, but I know from other states that you have to get the petition wording approved by the Board of Canvassars before you can legally collect signatures, so starting ahead of the law being signed will be a waste.
What opponents need to do is get various wordings ready and get their petition signature collectors ready to roll. 400,000 in one week in a state the size of California is simply an issue of manpower, it can be done. You just have to have 5x as many people in 5x as many places collecting signatures.
Plus they can contact all registered Republicans, etc. (the GOP will likely give them a list and even mail information encouraging people to sign, which will mean people will be expecting it and will be ready to sign right away). They can get a quick turnaround time on this if they spend the next two months preparing.
The biggest concern I'd have is foot-dragging by the Board of Canvassars, both in approving the wording and approving the signatures. That's where they could run into real problems. The one-week thing is a dirty trick, but those sorts of referendum avoidance tricks have been employed by both parties in the past (the CCW legislation in Michigan was saved from a referendum by a trivial appropriation put into the bill, which left it off limits for a referendum).

"This trickery is an excellent exciter for Simon's base!"
I agree! I posted this on another thread last night:
Seriously, this could be great news for Simon. It will turn the soccer moms against Davis, as will the new
announcements of blackouts now that the temp is in triple digits.
Picture these flyers: WARNING TO ALL SUV OWNERS. since mm/dd/yy when AB1493 was passed by the
demonRATS in the state legislature and signed into law by unGov. Gray Davis your vehicle does not comply with CA
CO2 emmision control standards. Please turn in your vehicle to your local police dept. IMEDIATELY where you will be
issued at Hugo....or vote for Bill Simon and Conservatives all the way down-ticket!
You get the idea, we need someone with real talent like "Registered" to refine it.
Registered, CA needs your help ping!

SUV/Driving Tax Bill Protest directed at Gray Davis.
Drivers who like big, safe vehicles and who like to
fit their entire family in one car will be descending
on Sacramento Friday, July 12.
Sponsors, John Kobelt and Ken Champeau of KFI-am Los Angeles, will rally southern California participants
from 3pm-7pm in Orange County on Thursday for a caravan
to Sacramento. They will foot the bill for rooms overnight
and lead the protest on Friday. All interested are
welcome to attend. Just look for the traffic jam!

That website would be an excellent place to post an approved copy of the referendum petition in PDF format. The approved version can be rapidly distributed via the website for a signature gathering blitz.
There is still another route to failure. The initiative petition to get 2nd amendment language added to the CA constitution failed because the people "counting" the "valid" signatures made sure there would not be enough.

Good idea. I am not the owner of the site. (I heard it promoted on KSFO in San Francisco, Monday.)
On your second point, people have not given up.

You do make a valid point. It's not the votes, but the people counting the votes that determines the election. Heard that a lot during the 2000 presidential recount.
