Bush Resumes Power After Colonoscopy

WASHINGTON, Jun 29, 2002 (AP Online via COMTEX) -- President Bush transferred presidential powers to Vice President Dick Cheney for more than two hours Saturday during a routine colon screening that ended in a clean bill of health.

It was only the second time in history that the Constitution's presidential disability clause was invoked. Bush was sedated during the 20-minute procedure.

"The president continues to be in outstanding health," said Air Force Col. Richard Tubb, the White House physician who led the examination. "No polyps were found, no abnormalities were found."

The procedure, a colonoscopy, was done at the well-equipped medical facility in Camp David, the presidential retreat in western Maryland. Bush felt well enough afterward to play with his dogs and take a 4 1-2-mile walk with the first lady and White House Chief of Staff Andrew Card and his wife. He then went to the gym for a light workout.

Tubb said two polyps were discovered during examinations in 1998 and 1999 while Bush was governor of Texas. That made Bush a prime candidate for regular examinations.

Saturday's procedure began at 7:09 a.m and ended at 7:29 a.m. Bush woke up two minutes later but did not resume his presidential office until 9:24 a.m., after Tubb conducted an overall examination.

Tubb said he recommended the additional time to make sure the sedative had no aftereffects.

White House counsel Alberto Gonzales said Bush wanted people to know that every precaution was taken.

"Out of an abundance of caution, we wanted to reassure everyone that the president was not making a hasty decision" to return to work, Gonzales told a briefing.

During the two hours while he was acting president, Cheney met with his staff and received an intelligence briefing at the White House.

White House spokesman Ari Fleischer said Cheney carried out no official acts as acting president.

Tubb said Bush does not have to repeat the procedure for five years. One of the reasons Bush underwent the procedure, Fleischer said, was to underscore its importance for people over 50 who are at risk. Bush turns 56 on July 6.

Bush said he was transferring power as a precaution in a time of terrorism. President Reagan was the first to invoke the Constitution's 25th Amendment since its adoption in 1967 as a means of dealing with presidential disability and succession.

Bush transferred and resumed his powers in letters to House and Senate leaders, as spelled out by the amendment.

A colonoscopy is considered the best way to examine the colon and to find and remove polyps before they become cancerous. Colon cancer kills more than 50,000 Americans annually and is the second leading cause of cancer death in the United States, behind lung cancer.

The procedure, performed regularly, is thought to reduce the risk of colon cancer by up to 90 percent. More than 2 million are performed annually in this country.

The procedure uses a flexible tube containing an optical scope equipped with a surgical cutter that enables the doctor to view the entire length of the colon and remove any polyps that may be found.

Tubb said a sedative called propofol was administered to Bush through an intravenous line.

Section 3 of the 25th Amendment - enacted in 1967, four years after President Kennedy's assassination - was invoked on July 13, 1985 when Reagan had surgery for colon cancer.

Bush said that while the test was routine, the times were not.

"I'm the first president to have done so (transferred power) under this type of procedure and/or physical examination. I did so because we're at war," Bush said.

The press op afterwards with Ari, Dr. Tubb and Judge Gonzalez was so typical of the media. The press seemed intent on spinning the transfer of power, as irresponsible, political and wrong! The questions were embarrassingly stupid.One female reporter wanted the WH physician to comment on whether it was appropriate for the President to have invoked the 25th Amendment.The WH physician answered her question like he was a history prof-it was great!! The president got a 100% clean bill of health and the press ignored that and seemed intent on linking the President to a future of colon cancer. It was amazing to watch the desperation of the press- not one word from any of them, that they were glad about the good news.

When asked if he experienced any residual pain the doctor should have stated that the Democrats were a bigger pain and I am glad you "assed".

I have been reading Ann Coulter's new book in which she describes and documents many instances of liberal lies and stupidness much like the press breifing you describe here. The book it a must read.

Speaking of lies the left has started openly on DU blaming President Bush for shooting down FL 93, and the picture the RNC sold of the President in Airforce One speaking to VP Cheney was when he ordered the shootdown. They never sleep and they are dispicable. I read about it on NewsMax.com. I don't frequent DU.

Having had two of those wonderful "procedures" myself, I'm sure President Bush was able to "express" some opinions about the media in the privacy of his recovery room.

( For those of you who haven't been there, a typical side effect is lingering,nearly uncontrollable flatulence for an hour or so.)

The ideal situation would have been to have Helen Thomas as Recovery Room attendant...

I have had a couple of this type of procedure too. If anyone wants to become a millionaire you should concentrate on making the solution you must drink the day before this test taste like cool-aid instead of antifreeze. The test is nothing but that substance called golitely is the worst.

I saw the press conference, too. The reporters were pathetic. Not only trying to cast an accusatory light on everything, but going into the silliest minutia also.

The President's spokesguys (GW's doctor and White House counsel Gonzales) were cool, articulate and savvy. None of the media ho's were able to get any traction at all.

By the way, you have one of my favorite FR screen names!

I heard on radio that Dubya had been out walking his dogs and then took a four-mile walk with Laura, Adrew Card, and Card's wife. He then planned to use the gym at Camp David for a workout. What a guy!
