Non-Citizens of what? In case you didn't know, Puerto Rico is a commonwealth of the U.S. Citizens of Puerto Rico are every bit as much a citizen of the U.S. as someone from Iowa or any state. They do not have all of the same rights as citizens from a state, but they are U.S. citizens and carry U.S. passports.

Gee, as a sound part of their rehabilitation, I hope DC hired some of the PR terrorists that tried to bomb Blair House some years ago and who Willie pardoned as a bribe to the PR voters in NYC so that they would vote for Hillie.

Maybe, these 60 new cops will be able to find the parts of Chandra that the old cops haven't.

A key element of the recruiting drive this year was making it easier for candidates. In the past, Ennis said, recruiters advertised in one or two Puerto Rican papers and handed out fliers at a hotel, hoping people would be interested enough to pay their way to the District to take the three-hour application test.

That would be followed by one or two more plane trips, again at the candidate's expense, to take a physical agility test, then a medical test. "It was a process that was very difficult on the candidates," Ennis said. This time, the Puerto Rican government let him use space in Department of Labor buildings in the cities of Ponce, San Juan and Mayaguez. The recruiters brought all the materials necessary for the 32-page application test and gave specific instructions in ads for what applicants had to bring. The response was enthusiastic.

But with the right to get drafted and killed in our wars....why don't you come right out with it....what is your problem with this? Did you try to get on the job somewhere and not make the cut? Do you just not like those people? This is such a non-issue.

Important story.

Most Americans seem to not know that the office of police, which has members we call "police officers," is not a branch of, nor a level of, government. The office of police is the agreed upon, by the community, elected and/or appointed body of people from the whole of the community and these officers are employed in the capacity of doing the work about which we all have a responsibility, which is to see that the laws are enforced, for our common defense and our common good.

The office of police is entirely subject to the civilian authorities of the jurisdiction, under our rule of law.

The principle and concept of the office of police, is that we are all busy trying to make a living, and because we do not all have the time to actively force the law, "9 to 5," our chosen officers charged with doing our police work, are active on our behalf; and this principle includes the matter of our police officers also being of the local citizenry.

To wit: The people of the Great State of Missouri, would take a very dim view of their state's Highway Patrol consisting of numerous recruits from relatively distant lands.

The point is that we all have an immediate stake in the successful and peaceful enforcement of our laws under our rule of law, and this responsibility is part of the trust in self-governance which associated with the English Common Law that bypassed the Constitution and devolved upon (actually, already existed in practice from the beginning with) the Colonies / united states.

It is our right, among many, to select our police officers from among us while we observe, and in order to preserve, the rule of law, established.

The police department of the District of Columbia, exercises its authority at the wish of the Congress, who are our duly elected representatives in the matter of the above story.

So oddly enough, while we would expect everywhere else in this land, to choose from among our own, locally, it is within the jurisdiction of the Congress, to choose from among our countrymen, to serve as police officers for the District of Columbia.

Much to my personal dismay; I am against the selections so distant from D.C.; but I am for the principle of selection from within our respective jurisdictions.

Agree with much of what you wrote. Disagree slightly with the practicality of the essence of your argument that police should (paraphrasing here)be home grown, of the community. Police should be professionals in their upholding of the laws. Cultural familiarity with the locale to which they are assigned is a plus but not requisite.

When I took the NYPD exam in '74 most of the successful applicants were from the outer boros or LI and Rockland counties. Most were white males. This in spite of the fact that women, vets and minorities were given a 5 point bonus. Women minority vets got 15 points just for showing up.

I remember talking to guys I played ball with or knew from Fordham who were city residents and were black. Only one took the test. The others wanted nothing to do with being a cop in their own community. I distinctly remember one guy saying he'd rather pick up the garbage (sanitation) or play with the trains (MTA) than be a cop or fireman. The attitude of wanting to serve in this area is more important than knowing a priori the lay of the land.

During the last 15 years other states, like Arizona and other cities, like Atlanta and LA have used the NYPD as a talent pool for recruiting experienced officers. This is just the same thing. If DC hires wisely they'll benefit greatly.
