Annan: Israel violating Oslo process

New York (dpa) - Israel's reoccupation of six Palestinian towns in the West Bank is a violation of the Oslo peace process, U.N. Secretary-General Kofi Annan said Monday.

The Israeli military actions, including the recapture of Ramallah, the capital of the Palestinian Authority, ``significantly increase tensions in a volatile situation,'' Annan said.

The Oslo process in the early 1990s brought together Palestinians and Israelis who agreed on a timetable for peace negotiations. But the Israeli government said the process was terminated with the continued violence between the two sides beginning in September 2000.

Annan condemned the killing by Israeli forces of four Palestinian civilians, including three children, last week in Jenin and the targeted killing of six Palestinians on Monday in Gaza.

``There remains no alternative to the resumption of a viable political process between Israelis and Palestinians,'' he said in a statement.

The Israeli cabinet decided last week to reoccupy Palestinian towns in the West Bank, in response to continuing suicide bombings. On Monday, Israeli tanks entered Ramallah unopposed after troops reoccupied Nablus, alkilya, Jenin, Tulkarm and Bethlehem.

The New York Times said the Israeli presence in those towns confined some 600,000 Palestinians to their homes.

The daily wave of Pali homicide bombers and the production of Kayusha rockets in Pali cities demonstrates the Palistinian strict observance to the terms and spirit of Oslo. Oslo died w/ the comencement of the second intifada.

Does the Oslo accord include suicide/homocide bombings? If not, I'd say it is not in force at this point. 60+ PLO civilian bombings later, and Israel is supposed to stick to the Oslo Accord?

Funny thing: The Oslo process also put some responsibilities on Arafat and the PLO, including:

1. Eliminating demands for the total liquidation of Israel from PLO publications.
2. Refraining from "provocative" propaganda.
3. Turning murderers of Jews over to the Israeli authorities.
4. Limiting the number of gendarmes/police commissioned by the PLO, registering the identifications of all of them with the Israeli authorities, and limiting their armament to weapons suitable for policemen.
5. Not adopting any new laws without Israeli approval.
6. Protecting Jewish shrines and access thereto.
7. Actively discouraging violent acts against Jews.
And a load of other things.

Arafat's compliance after a decade - zero. Nobody seems to notice this.
